Overview of the implementation of validation of non-formal and informal learning outcomes in Latvia
An overview of the implementation of validation of non-formal and informal learning outcomes from 2012 to 2018 is provided in the report “Implementation of Validation of Non-Formal and Informal Learning Outcomes in Latvia” prepared by Academic Information Centre (AIC) in 2018.
In Latvia, since 2011, vocational education and, since 2012, higher education has established a framework for the recognition of non-formal and informal learning outcomes.
In vocational education (LQF level 2-4), the validation process includes a paid professional qualification examination, the successful completion of which awards a certificate of professional qualification. Since 2017, ESF projects provide individuals with reimbursement of the costs of professional qualification examinations.
In higher education (LQF level 5-7) the validation process is an opportunity to document the competences acquired in life, work and various forms of learning with the learning outcomes of a higher education institution or college study programme, which allows to reduce the volume and duration of study programme courses. The submitted documents are evaluated by a commission set up by the higher education institution or college, which grants the appropriate number of credit points.
The report analyses the regulatory justification for validation procedures, the qualifications to be obtained through the validation process, the coherence of validation with other transparency instruments, support for individuals, the role of stakeholders, capacity building, quality assurance, recognition assessment, supervision and monitoring.
On December 11, 2018, the report was presented at the 48th meeting of the EQF Advisory Group established by the European Commission in Brussels, Belgium. Latvia received a positive evaluation of the progress made in the recognition of non-formal and informal learning outcomes, and the report was recognized as a valuable and reliable source of information.
