Reduces requirements of teaching knowledge for WBL tutors in companies
On 12 September 2017, the Cabinet of Ministers adopted amendments to the procedure for organizing and implementing work based learning (WBL), which defines requirements of teaching knowledge for WBL tutors in companies.
Now they will be able to acquire teaching competences not only in the 72-hour learning programme for teachers, but also in the shorter 32-hour learning programme for WBL tutors.
The regulations of modular vocational education are adopted
On 22 June 2017, the Saeima (the Parliament of the Republic of Latvia) adopted amendments to the Vocational Education Law, which define the general regulation of modular vocational education. The amendments define the module as part of the professional qualification. The module is based on achievable learning outcomes as an appreciable and demonstrable set of knowledge, skills and competences.
New Classification of Occupations
On 23 May 2017, the Cabinet of Ministers adopted a new regulation “Classification of Occupations, the basic tasks appropriate to the occupation and the basic qualification requirements”. In the Classification of Occupation the occupations are classified in groups according to the codes specified by the International Labour Organization, as well the basic qualification requirements and the basic tasks appropriate to the occupation are stated. The Classification of the Latvian Education includes Latvian qualifications framework levels
On 13 June 2017, the Cabinet of Ministers adopted new regulation on the Classification of the Latvian Education. The regulation was developed for comparing the Classification of the Latvian Education with the International Standard Classification of Education (ISCED-F 2013), as well as regulation defines the levels of the Latvian Qualifications Framework (LQF) in accordance with the descriptions of knowledge, skills and competences. The amendments to the Regulations on the State Vocational Secondary Education Standard and the State Industrial Education Standard were announced at the meeting of State Secretaries
On 6 April 2017 the amendments to the Regulations of the Cabinet of Ministers No 211 (adopted 27 June 2000) “Regulations regarding the State Vocational Secondary Education Standard and the State Industrial Education Standard” developed by the Ministry of Education and Science and National Centre for Education were announced at the meeting of State Secretaries for the approval by the institutions. In contrast to the existing regulations, the amendments state that mandatory professional content of vocational secondary education and industrial education will further also include professional competence teaching/learning courses (modules) which are based on the achieved learning outcomes. Occupational standards will be approved by Tripartite Cooperation Sub-council of Vocational Education and Employment
On 14 March 2017, the Cabinet of Ministers adopted amendments in Vocational Education Law, according to which National Tripartite Cooperation Council’s Tripartite Cooperation Sub-council of Vocational Education and Employment has the rights to approve occupational standards, requirements of the professional qualification (if occupational standard for the profession is not approved) and sectoral qualifications frameworks. Vocational education will continue to implement measures to improve sectoral qualifications system
On 8 February 2017, a seminar was held in Ventspils for the leaders of the educational administrations of the cities and counties, as well as the directors of the vocational education institutions on the implementation of the ESF specific support projects and the planned activities in year 2017. The participants were introduced to the content, objectives and key planned activities of the project “Improvement of sectoral qualifications system for the development and quality assurance of vocational education”.
