ESF project on vocational education reform and quality closed

On 26 November, 2015 State Education Development Agency held a conference dedicated to the closure of European Social Fund (ESF) project “Development of a sectoral qualifications system and improvement of the efficiency and quality of vocational education and training”. During the project, which lasted for five years, a solid foundation was established for further development of vocational education, quality and prestige.

As a part of the project, sectors have been researched and a sectoral qualifications frameworks have been developed. A new module approach to learning process has been created, which introduces learning outcomes based education programmes, allowing to adapt vocational education to labour market requirements. New exam content for 32 professional qualifications has been elaborated. A mechanism for the recognition of skills is introduced and, according to the European quality assurance in vocational education and training (EQAVET), a common vocational education quality assessment indicators have been introduced. A systematic cooperation mechanism between sectoral employers, employees, government representatives and vocational education institutions has been introduced – sectoral expert councils, activities of councils are defined in the normative regulation.

ESF project “Development of a sectoral qualifications system and improvement of the efficiency and quality of vocational education and training” was implemented by the State Education Development Agency in cooperation with Employers’ Confederation of Latvia, Free Trade Union Confederation of Latvia, National Centre for Education and State Education Quality Service. The total funding of the project was more than 3.6 million euros.
