Presentation of the OECD report “OECD Skills Strategy Latvia: Assessment and Recommendations”
The presentation of National Skills Strategy of Latvia OECD report “OECD Skills Strategy Latvia: Assessment and Recommendations” took place on 19 December 2019, during which a presentation and a panel discussion on conclusions and recommendations of the report took place. The presentation highlighted four priority areas for improving Latvia’s skills performance, with the following recommendations:
Priority No 1. Strengthening learners’ skills outcomes
- Increase capacity to improve the qualifications of teachers;
- Contribute to continuous quality improvement from early childhood education and care through to secondary (upper secondary) education;
- Increase urban and rural equity;
- Strengthen vocational education.
Priority No 2. Promoting a culture of lifelong learning
- Raise awareness of adult education;
- Reduce barriers to adult education;
- Expand the offer of adult education;
- Improve the quality of adult education.
Priority No 3. Reducing skills imbalances in labour market
- Strengthen the responsiveness of the higher education system to the changing skills demand;
- Retain talented people in Latvia by promoting sustainable wage growth and improving working conditions;
- Support internal mobility and attract skilled foreign workers.
Priority No 4. Strengthening the skills management system
- Strengthen skills policy strategies and monitoring;
- Improve cooperation at different levels of government with stakeholders;
- Develop an integrated skill monitoring and information system;
- Increase investment in adult education, to target and share it.
On 13 September 2018, OECD and Ministry of Education and Science (MoES) launched cooperation project “Education and Skills Development Strategy of Latvia” in order to develop and approve “Education and Skills Development Guidelines 2021-2027” by 2020.
In the first phase of the project, the OECD Skills Centre experts prepared report “OECD Skills Strategy Latvia: Assessment and Recommendations”, which includes an analysis of Latvian skills development policies and practices, as well as recommendations for future action.
